What 'Issued For Construction' Means

The Issued For Construction (IFC) set is the final, coordinated, contract-ready drawing package that authorizes construction. After IFC, any changes must follow a formal change procedure (change order, ASI, RFI response). A thorough IFC review is the last opportunity to catch errors before they propagate into the field as RFIs and change orders.

IFC vs. Other Issue Types

  • Issued For Bidding (IFB), for pricing only, not for construction
  • Issued For Permit (IFP), for AHJ review, may be incomplete for construction
  • Issued For Construction (IFC), contract documents, fully coordinated
  • Conformed Documents, IFC with all addenda incorporated
  • Record / As-Built, post-construction documentation of actual conditions

Completeness Checks

  • All disciplines submitted
  • Sheet index complete and matches actual sheets delivered
  • Each sheet has correct title block, date, revision, and discipline stamp
  • Specifications delivered (often a separate manual)
  • Issue narrative listing what changed from prior issue
  • All addenda issued during bidding incorporated
  • All approved RFI responses incorporated

Title Block and Stamps

  • Project name, owner, location correct
  • Architect/engineer of record stamps on appropriate sheets
  • License numbers and seal expirations valid
  • Issue date matches the narrative
  • Revision block updated
  • Sheet number and discipline prefix consistent across the set

Coordination Checks

  • Architectural matches structural framing layout
  • RCP matches lighting and HVAC diffuser layout
  • Wall types on plan match wall type schedule
  • Door schedule matches doors shown on plans
  • MEP equipment locations consistent across discipline drawings
  • Site civil tie-ins coordinated with utility company requirements
  • BIM federated model coordination clash report attached or referenced

Code Compliance Verification

  • Code summary lists correct adopted edition and amendments
  • Occupancy classification and construction type correct
  • Egress calculations correct and shown on life-safety plans
  • Accessibility compliance documented on plans and schedules
  • Fire-rated assemblies tagged with UL or GA assembly numbers
  • Energy code compliance pathway documented
  • NEC compliance shown in panel and equipment schedules
  • Plumbing fixture count and ventilation rates meet minimums

Specifications Checks

  • Spec sections referenced on drawings exist in the spec manual
  • Spec sections in the manual referenced from at least one drawing
  • Product specifications consistent with drawings
  • Performance criteria measurable and testable
  • Approved substitution list incorporated
  • Submittal requirements clear for each section
  • Warranty requirements consistent across spec sections

Constructability Checks

  • Sequence of construction supportable by the design
  • Means and methods buildable with available labor and equipment
  • Access for installation of buried, concealed, or high-altitude work
  • Tolerance stack-ups accommodated
  • Material lead times compatible with schedule
  • Long-lead items identified for early procurement
