Helonic is an AI construction drawing analysis platform for teams researching templates during drawing review. Free submittal cover sheet template with spec section, type, review stamp, deviations, and A/E action codes, plus a submittal register. Free CSV.
A submittal cover sheet template is the first page of every submittal package: it identifies the submittal by number and spec section, states what type it is, records the contractor's review, flags any deviations from the contract documents, and gives the architect a place to mark an action. This page includes the cover sheet and a submittal register template for tracking every package.
A complete submittal cover sheet includes: submittal number, revision, spec section (for example 08 71 00 Door Hardware), title, type (product data, shop drawing, or sample), submitted by, date submitted, required response date, the contractor's review stamp statement, deviations from the contract documents (yes or no, with a description), and the A/E action: No Exceptions Taken, Make Corrections Noted, Revise and Resubmit, or Rejected.
The cover sheet exists so the architect can tell, before opening the package, what it is, whether the GC actually reviewed it, and whether it asks for anything different from the specs. The example is a door hardware submittal.
| Field | What to enter | Example |
|---|---|---|
| Submittal # | Spec section plus sequence, or project sequence. | 08 71 00-001 |
| Revision | 0 for the first issue, then 1, 2, and so on for resubmittals. | 0 |
| Spec section | CSI MasterFormat number and title. | 08 71 00 Door Hardware |
| Title | What the package contains. | Door hardware schedule and product data, hardware sets 1 to 18 |
| Type | Product data, shop drawing, sample, or informational (test report, certificate, warranty). | Product data |
| Submitted by | Subcontractor or supplier, and the GC transmitting it. | Northgate Door & Hardware via Keystone Builders |
| Date submitted | Date the GC sends it to the architect. | November 2, 2026 |
| Required response date | Date the answer is needed, from the submittal schedule and lead time. | November 16, 2026 (hardware lead time 10 weeks) |
| Contractor review statement | Statement that the GC reviewed the package against the contract documents and field conditions, with signature and date. | Reviewed for conformance with contract documents and coordinated with A-801 door schedule. K. Shah, 11/1/2026. |
| Deviations (Y/N) | Yes or no. If yes, describe each deviation and the spec paragraph it departs from. | Y: Set 12 closer is Brand B in lieu of specified Brand A, per 08 71 00 2.4. Data attached. |
| A/E action | The architect's disposition. | Make Corrections Noted |
| A/E comments / reviewer | Comments, reviewer name, and date returned. | Confirm closer arm at doors 2S-1 and 3S-1 (rated stair doors). D. Marlow, 11/12/2026. |
Firms word their stamps differently, but most use some version of these four. Put the full list on your cover sheet so the reviewer checks one box instead of writing a sentence.
| Action | What it means | What the contractor does next |
|---|---|---|
| No Exceptions Taken | The reviewer found nothing to correct. | Release for fabrication or order. |
| Make Corrections Noted | Acceptable once the noted corrections are made. | Proceed with corrections. Resubmit only if the stamp asks for it. |
| Revise and Resubmit | Too many issues to proceed. | Correct and resubmit as the next revision. Don't fabricate. |
| Rejected | Does not meet the contract documents. | Submit a different product or approach. |
The submittal register (also called a submittal log) lists every submittal the specs require, before any of them arrive. Build it from the submittals article in each spec section, then track status on the same sheet.
| Field | What to enter | Example |
|---|---|---|
| Submittal # | Matches the cover sheet. | 08 71 00-001 |
| Spec section | Number and paragraph that requires it. | 08 71 00 1.4 |
| Description | What is required. | Door hardware schedule and product data |
| Type | Product data, shop drawing, sample, or informational. | Product data |
| Responsible sub | Who prepares it. | Northgate Door & Hardware |
| Reviewer | Architect or engineer of record. | Marlow Architects |
| Required submit date | Back-scheduled from need date and lead time. | 11/2/2026 |
| Date submitted | 11/2/2026 | |
| Date returned | 11/12/2026 | |
| Revision | Current revision number. | 0 |
| Action | Latest A/E action code. | Make Corrections Noted |
| Lead time / need on site | Fabrication lead time and date needed. | 10 weeks / 1/25/2027 |
Download the submittal cover sheet template (CSV, opens in Excel or Google Sheets) and download the submittal register template (CSV). Both include the door hardware example row.
This page gives you the forms. For running the log over a whole project, read the submittal log guide. For what counts as product data, a shop drawing, or an informational submittal, see construction submittal types, and for filing and numbering, how to organize submittals.
Helonic's submittal review checks a package against the governing spec section and the contract drawings, requirement by requirement, and returns a matrix with the page and spec paragraph for each finding. In the example, that's the step that would catch the Set 12 closer deviation before the stamp goes on. The architect or engineer of record still decides the action code.
Milind is the co-founder and CEO of Helonic, where he leads product and go-to-market for AI-powered construction drawing analysis. He works closely with general contractors, project managers, estimators, and owners to understand how drawing quality drives project outcomes - and where AI can reduce RFIs, change orders, and rework. Milind has interviewed hundreds of construction professionals across project delivery roles, from preconstruction estimators at ENR top-400 contractors to facilities directors at institutional owners, and uses those conversations to shape both product direction and the way Helonic talks about the work.
How this page was researched: Contractor review and deviation responsibilities were checked against the shop drawings and submittals provisions of AIA A201-2017 (Section 3.12), and section numbers against CSI MasterFormat, reviewed November 1, 2026. Helonic's capabilities were checked against the /features/submittal-review page the same day. Action code wording varies by firm; the four shown are common forms, not a standard.
