Bid Leveling: How to Compare Subcontractor Bids Against the Drawing Set
The lowest bid isn't always the lowest cost. Bid leveling is how an estimator or GC normalizes subcontractor proposals to the same scope before comparing prices, so a number that looks low on paper doesn't turn into change orders once the missing scope gets discovered mid-project. Most of the spread between bids traces back to how differently each subcontractor read the same drawing set and specifications.
Why leveling matters more than the bottom-line number
Three subcontractors can bid the same scope of work and land $65,000 apart, and the cheapest number can still be the worst deal. One bidder priced the full site utilities scope; another excluded it and buried a one-line qualification in an attachment; a third missed it entirely because a detail on the drawings contradicted a call-out in the specifications and they built their estimate off the wrong one. Comparing the three totals without leveling them first means picking a winner based on who left the most scope out, not who's actually competitive.
Building a bid tabulation sheet
A bid tabulation sheet, sometimes called a leveling sheet, gives every bidder a column and every major scope item a row: quantities, unit prices, allowances, exclusions, and qualifications. At a basic level this can be a spreadsheet; larger preconstruction teams use dedicated estimating software, but the structure is the same either way.

Illustrative numbers aside, this is the pattern that matters: Bidder C looks lowest at $1,175,000 until you add back the missing bond (1.5%) and the excluded utilities allowance ($38,500 was included, so that one's actually fine), while Bidder B's overtime inclusion may or may not be needed depending on the actual schedule. Leveled correctly, the real gap between bidders often shrinks or reverses.
Where bid spread comes from, and why it's not always a red flag
Some spread is normal: subcontractors carry different overhead, different crew availability, and different appetite for a given schedule. But a wide spread tied to inconsistent scope, rather than price, is a signal worth investigating before award. The drawing-set problem hiding inside most bid spread
The bidders themselves are usually not the reason for a wide, inconsistent spread. A drawing set with a detail that contradicts the specification, a schedule that doesn't match the plan it describes, or a scope gap between two trades' drawings will get read differently by every estimator who bids it. One subcontractor assumes the drawing is right and the spec is outdated; another assumes the reverse; a third notices the conflict, flags it as a qualification, and prices around the ambiguity rather than resolving it. None of that is a pricing problem. It's a document problem that shows up disguised as a pricing problem once the bids land on the leveling sheet.

A cleaner bid package produces bids that are faster to level and closer together, because everyone priced the same thing.
A bid leveling workflow that holds up under deadline pressure
- Level against the bid package, not against each other first. Compare every bid to the drawings and specs before comparing bids to one another, so scope gaps get caught against the source documents.
- Call the low bidder before assuming they're the winner. Confirm they priced the full scope rather than missing something the other bidders caught.
- Track exclusions and qualifications in their own column. A bid that reads clean on the total line can carry three qualifications buried in an attachment letter.
- Flag conflicts that show up in more than one bid's exclusions. If two or three subcontractors excluded the same scope item, that's rarely a coincidence. It usually points to a genuine gap or conflict in the documents worth resolving with an RFI before award, not after.
